print quality drops mid run... please help (3 replies)

I am having a weird issue that as a newby am having trouble resolving.
I am printing multiple parts on an 200x200mm hotbed.
PLA rated 190-220C: running at 210C
hotbed set to 75C
; layer_height = 0.15
; perimeters = 4
; top_solid_layers = 4
; bottom_solid_layers = 4
; fill_density = .35
; perimeter_speed = 40
; infill_speed = 120
; travel_speed = 150
; nozzle_diameter = 0.35
; filament_diameter = 3.
; extrusion_multiplier = 1
; perimeters extrusion width = 0.40mm
; infill extrusion width = 0.67mm
; solid infill extrusion width = 0.59mm
; top infill extrusion width = 0.59mm
; support material extrusion width = 0.59mm
; first layer extrusion width = 0.35mm

I dropped the flowrate to 95%

The issue is that all of my parts start printing very nicely but in the thin wall areas that start about 1/8" elevation I get a large amounts of PLA "boogers" on every layer and every part on the bed.

I don't know if it could be a setting issue or some sort of clog in the tip.

Hope you guys can help me with some troubleshooting advice.

Im using a bukobot printer which has given me some extremely high quality parts in the past.

I also notice that in most cases the "boogers" only occur on one side of the part usually the side on the +Y or -Y end of the bed
Here is a picture of two identical parts grown on the same run with identical flaws...only on one side....
