Can not slow down First Layer Speed (no replies)

The first layer speed is too fast, changing the first layer speed setting does nothing, I have tried 40 (mm) or 50% and it still prints the first layer way faster than the other layers. all other speeds are at 80 (just got Repetier set up, have not tweaked much yet) Even with all speeds set to 80 it does whatever it wants - printing the first layer way to fast then slowing down for external perimeters after the first level and speeding up way to fast for bridges... It does not care what I enter for speed, it does what it wants.

Repetier firmware 0.71
Repetier 0.71 software
Slic3r 0.9.9-dev
Windows 7 32bit



This also happened with Printrun/pronterface with Kiliment sprinter firmware
I could make it take my speed settings if I switched Slic3r to Simple mode, simply switching to Expert mode would make it ignore my speed settings. same version 0.9.9-dev Switching the Slic3r that comes with Repetier to simple mode seems to do nothing, it still has the same exact advanced settings.
