I don't know if this is an issue with Slic3r but I think it is. I got a 3D Printer yesterday and have fixed about 20 problems with it since then but can not figure this issue out. The print quality seems to be good but on the start of each layer, the printer retracts some much filament, lifts up to start the next layer, gets in place, and then starts extruding and creating the next layer. The issue is, when it starts to extract filament for the new layer, it extracts slightly to much which results in small popouts on the layer. Its only a little bit extra but enough to cause problems. For example, (making up number here) it might retract 1 mm of filament at the end of layer 1 and extrude 1.1 mm of filament at the start of layer 2. How do I fix this issue?
