Set Sprinter PID to be less aggressive and better heat transfer to thermistor (no replies)

I tested my J-Head MK IV-B hotend with the stock PID settings of Sprinter.
After a more or less huge overshoot when heating up (around 20°) it works fine. I use a heating element, no a resistor. It heats up very fast. How can i set the PID to be less aggressive or react quicker?

Another thing i noticed is, that when it's heating up und the temperature is above the target value (output in the software) the led on the Ramps board (and the heater) is still switched on for about 1-2 seconds.

The thermistor I use in my hotend is smaller than the hole, so the heat transfer isn't the fastest. What would you suggest to use as heat conductor to the thermistor? PTFE Tape or Thermal Paste are the two things which came into my mind. But i have no idea if PTFE tape conducts the heat enough. Aluminium foil would be a idea, too but I have concerns about shortiing out the thermistor.
